追記）評価版ダウンロードページに次のように書いていますが、VMMはマルチランゲージ対応でしたよ。

• System Center 2022 will be available only in English from the Evaluation Center.
• Multiple languages will be available from the Volume Licensing Center releas

ぱっと見では2016や2019との違いは分からない。
